Cursor vs Windsurf vs Claude Code: Which AI Coding Tool Fits Your Budget in October 2026?

Cursor vs Windsurf vs Claude Code pricing as of 12 October 2026: all three start at $20 a month, and top tiers run $200. Where each plan's limits bite.

By Madhur Jain · · 7 min read

As of 12 October 2026, all three tools start at about $20 a month for an individual: Cursor's individual plan is $20, Windsurf's Pro is $20 per Cognition's announcement, and Claude Pro, which includes Claude Code, is $20. The real difference is at the top: $200 a month buys the heaviest individual tier on Cursor, Windsurf and Claude. None of them publishes a fixed count of requests, so the price tells you less than the way each one meters usage.

Windsurf is now sold as Devin Desktop. Cognition announced the rename on 2 June 2026, and this article uses both names.

How much do Cursor, Windsurf and Claude Code cost in October 2026?

Cursor, Windsurf and Claude Code all list a $20 entry plan and a $200 top individual plan, with Cursor and Claude adding a middle tier. Prices below are as of 12 October 2026 unless a different date is shown.

Cursor's pricing page shows a Pro, Pro+ and Ultra selector under its $20 Individual card, and the page does not print the Pro+ and Ultra prices in text. The $60 and $200 figures come from a Cursor community forum post dated 22 July 2026 and agree with an August 2025 Tessl write-up, so confirm them at checkout.

How does each tool limit usage?

Each tool meters differently, which matters more than the headline price. Cursor uses monthly dollar pools, Devin Desktop uses daily and weekly quotas, and Claude uses a five-hour window plus weekly limits.

RolloverNoNot statedNot stated

Cursor splits usage into two pools: Cursor Models (Grok 4.7, Grok 4.6, Grok 4.5 and Composer 2.5) and Other Models, which are third-party models charged at provider prices. Cursor says unused usage does not roll over.

Devin Desktop's quota page says the credit system was replaced in March 2026 by a daily and weekly budget. Cognition says the daily quota is more than one seventh of the weekly one, so someone who works only on weekends can still use a full week's allowance. Free models do not count against the quota.

Anthropic's pricing FAQ says every plan resets on a rolling five-hour window and paid plans add weekly limits. Claude Code draws from the same pool as Claude chat, so a long conversation in the app shortens your coding session.

What do Cursor's paid tiers actually include?

Cursor says every plan includes a set amount of model usage, and on-demand usage lets you continue after that amount is consumed, billed in arrears. The pricing page recommends Pro+ for daily agent users and Ultra for agent power users.

The size of each pool is less clear. A reply in a Cursor community forum thread describes Ultra as generally about 20x Pro for total volume and gives no exact figure for the Cursor Models pool. Treat that as approximate until Cursor prints pool sizes on its own pricing page.

Two details affect cost. Current usage-based plans do not include Max Mode. On individual plans, requests made with your own API key do not draw from either pool, while on Teams and Enterprise they still carry a Cursor Token Rate of $0.25 per million tokens.

What does Windsurf (Devin Desktop) include now?

Devin Desktop has five plans: Free, Pro, Max, Teams and Enterprise, per its usage docs. Cognition's April 2026 post lists Pro at $20 a month with included quota, Max at $200 a month with a larger quota, and Teams as usage based with a minimum spend of $80 a month.

Existing subscribers are treated differently. The quota docs say existing Pro subscribers are grandfathered at $15 a month and existing Teams subscribers at $30 a month per developer seat, indefinitely. If you read an older review quoting $15, that is why.

Cognition publishes no numeric daily or weekly quota sizes. It also says SSO is now an Enterprise-only feature for new Teams customers. That is a real cost step for a small company that needs single sign-on.

What does Claude Code cost, and how do Pro and Max differ?

Claude Code is included in all paid Claude plans and not in Free. Pro is $20 a month, or $17 a month billed annually ($200 up front). Max 5x is $100 a month and Max 20x is $200 a month, and Max is monthly only.

Anthropic says Max gives 5x or 20x more usage per five-hour session than Pro. Max plans also carry a separate weekly limit for Fable, with Max 5x and Max 20x getting 50% of weekly limits for that model, while Pro gets usage credits only, per the pricing page.

When you hit a limit, the help article says to enable usage credits, which keep you working at standard API rates. Pro and Max users can set a monthly spend limit with the /usage-credits command. One trap: if an ANTHROPIC_API_KEY environment variable is set, Claude Code uses it instead of your subscription, which means API charges.

For team seats, Standard is $25 a month ($20 annual) and Premium is $125 a month ($100 annual). Anthropic says Premium seats give 5x the usage of Standard seats, and Team is for 2 to 150 seats.

Which plan fits which budget?

Match the plan to how you work, because the metering rewards different habits. These are judgments based on the published rules, not test results.

If you want the lowest risk of a surprise bill, leave pay-as-you-go switched off on every tool. All three bill overage at API rates, and Anthropic's own docs say enterprise Claude Code use averages around $13 per developer per active day, a company-reported average that shows how fast API-priced use adds up.

What is Claude Code's API cost if you skip the subscription?

You can pay per token instead. Anthropic's pricing page lists these API rates per million tokens as of 12 October 2026.

ModelInputOutput
Fable 5.1$10$50
Opus 5.5$4$20
Sonnet 5.5$2$10
Haiku 5.5 (prompts up to 100K tokens)$0.10$0.50

Anthropic says the enterprise average is $150-250 per developer per month, and that costs stay below $30 per active day for 90% of users. Those are the company's figures for enterprise accounts, so a solo developer could land well above or below them.

What's still unclear?

Several things cannot be settled from public pages today.

  • Real allowances. None of the three prints how much work a plan buys. Anthropic says there is "no fixed message count", Cognition publishes no quota sizes, and Cursor prints no pool sizes for Pro+ and Ultra.
  • Cursor's multipliers. The only figure is a forum reply saying Ultra is "about 20x Pro for total volume", with no multiple for the Cursor Models pool.
  • Windsurf's list prices. The windsurf.com pricing address redirects to devin.ai, and the newest dated price list is Cognition's April 2026 post, which describes Devin's self-serve plans and does not name Windsurf. The quota docs confirm the Free, Pro, Max, Teams and Enterprise lineup for Devin Desktop.
  • Teams on Devin. The April post says Teams has a minimum spend of $80 a month, while the docs mention a grandfathered $30 per developer seat. The two describe different cohorts, and a new buyer should confirm the current number.
  • Weakest point of this comparison. A price table cannot capture quality. A cheaper plan that needs more retries can cost more than a pricier one, and nothing here measures that.

Prices and limits change often. Check each vendor's pricing page before you subscribe.

Frequently asked questions

How much does each tool cost per month for an individual?

As of 12 October 2026, Cursor's individual plan starts at $20 a month, with Pro+ and Ultra tiers above it. Windsurf, now called Devin Desktop, lists Pro at $20 and Max at $200 in Cognition's April 2026 announcement. Claude Code comes with Claude Pro at $20, Max 5x at $100 and Max 20x at $200 a month.

Is Windsurf still a separate product?

Cognition announced Devin Desktop on 2 June 2026 and called it the next generation of Windsurf. The company says it remains fully backwards-compatible with Windsurf. The windsurf.com pricing address now redirects to devin.ai. Many reviews and search results still use the Windsurf name, so this article uses both.

What happens when I hit my limit?

Cursor offers on-demand usage billed at API rates, or an upgrade. Devin Desktop lets paid users purchase extra usage at API list prices, while Free users wait for the next reset. Claude paid plans can turn on usage credits at standard API rates. All three therefore have a pay-as-you-go escape hatch, and you can set a spend limit on Claude.

Do unused allowances roll over?

Cursor says unused usage does not roll over and resets with your monthly billing cycle. Devin Desktop quotas reset on a daily and weekly basis by calendar date. Claude limits reset on a rolling five-hour window plus weekly limits. In all three cases, an unused allowance is lost rather than banked.

Which is cheapest for light use?

At the entry level all three list $20 a month, so price alone does not separate them. Cursor and Devin Desktop both have a Free tier with limited agent use. Claude Code is not included in the free Claude plan, so it needs at least Pro. Light users should compare the free tiers first.

Can a team use these on one bill?

Yes. Cursor Teams is $40 per user per month. Claude Team Standard seats are $25 monthly or $20 billed annually. Devin Desktop Teams is usage based with a minimum spend of $80 a month, according to Cognition's April 2026 post. Seat prices and usage models differ, so compare total cost for your team size.
